Guild StructurePopulation Control is organized like most guilds in a hierarchical manner. At the top of this structure is the core leadership, comprised of the "Overlord" or guild leader, "The Guild Master, and the "Inner Council". The core leadership is responsible for administration, and policy formulation for the guild. Below the core leadership are the guild officers, which is comprised of the "Generals", and "Lieutenants". Below the officers, are the general membership, or Soldiers, and new recruits. Aside from the Leadership and the general membership, there are members who have the special status of being a permanent, or founding member of the guild. These members may, or may not, hold any rank or position, and may not even be active in the game. These members hold this status for their past contributions to the guild in other games, and retain the right to join the guild in Age of Conan at any time. They also may not be kicked out of the guild by anyone aside from the Overlord, or the Guild Master.
Overlord
The Overlord is the leader of the guild, and is in charge of approving guild policy made by the Inner Council, negotiations with other guilds, declarations of war ,and holds an executive veto over any decision made by the inner council. The Overlord appoints all guild officers, and inner council members at his sole discretion, based on the advice of the guild masters, and the inner council.
Guild Master
The Guild Master is the second in command in the guild, and is the defacto guild leader in the absense of the Overlord. The Guild Master is charged with helping the Overlord in policy formulation, negotiations, and also holds a veto over the action of the Inner Council independent of the Overlord. All Guild Masters are appointed by the Overlord for there service to the guild, and based on their trustworthyness.
The Inner Council
The Inner Council is comprised of at least three senior members of the guild. An additional council member will be added for every ten members of the guild. Council members will be appointed by either the Overlord, or a Guild Master. The Overlord, Guild Masters, and the Generals are in charge of executing and administering the decisions made by the Council. The Council will approve treaties negociated by the Overlord and Guild Masters. The Council will also debate, and vote on guild policy, including, adding, amending, or removing guild rules. Other responsibilities include adding or removing guild ranks, adjusting the guild tax rate, decideing appropriate spending of guild taxes, and developing and amending a guild points system that rewards members for their contributions to the guild. All decisions made by the council are to be approved by the Overlord, or will be concidered void.
General
LieutenantsLieutenants are The lowest ranking officer, and are charged with helping the generals to implement guild policy, and objectives.
SoldiersSoldiers are full members of the guild, and are responsible for helping the guild officers and leadership maintain a successful guild.
Special Ranks and TitlesThe Overlord, Guild Master, or Inner Council may make special ranks based on the needs of the guild. There are also members of the guild with the special status of being a permanent member of the guild. Permanent members have this status based on past contributions to the guild, and are entitled to membership and status based on this.

Generals are the highest ranking officers, and are responsible for executing the decisions of the Overlord, Guild Masters, and the Inner Council. Generals are also responsible for maintaining order in the guild, and addressing minor greivences from members or lower ranking officers. Generals do not formulate guild policy, they implement it. Generals will also be responsible for organizing guild raids and events, and delegating responsibility to lower ranking officers. In order for a member to obtain the rank of General they must be at least level 80, and show dedication to the guild, and the guild leadership, and have proven their worth in combat. Generals must also be highly organized, and able to communicate effectively.
