we actually say college for a 4 years inst. and university for a inst. that consists of a many different colleges that offer a 4 year degree and  grad program were you can get your masters of doctoret...

however, we would say 'im at A university' or 'im a THE university' due to the fact that our colleges and universities have names (j/k)
